INTRODUCTION
We are now living in the information age where economic power is measured by the level of technological development and the extent of use of Information and Communication Technology (ICT). The developed countries of the world use ICT tools extensively, while most developing countries are lagging behind in this regard. This is primarily the reason for the existing phenomenon of digital divide, and it will continue to be so except drastic measures are taken to address the causes of digital divide.
The Concept of Digital Divide
Digital divide refers to the gap between members of a society who have effective access to Information and Communication Technology (ICT) tools like mobile phones, television, computers, internet and those who do not have access to the tools or the skills with which to use them. The digital divide also has to do with not just access to ICT tools but also the kind or extent of access to such tools.
